Ismaël Nabé (born 1981) is a Guinean telecom engineer and politician. Current Minister of Planning and International Cooperation in the Bah Oury Government since March 2024, he has an impressive career. Ismaël Nabé (born January 2, 1981) is a Guinean telecom engineer and politician. Since March 13, 2024, he has held the strategic position of Minister of Planning and International Cooperation in the Bah Oury Government. Education

Ismaël Nabé has undergone a solid and diverse course of study, both in Guinea and internationally. After completing his pre-university and university studies in his home country, he continued his graduate studies in Malaysia. Thus he received a degree in telecommunications engineering from the International Islamic University of Malaysia and the University of Malawi.

However, his thirst for knowledge did not stop there. In fact, Ismaël Nabé is currently pursuing a PhD in Telecommunications Engineering (Optical Fiber) from the University of Malaysia. In addition, in 2023, he obtained a prestigious degree from the Blavatnik School of Government of the University of Oxford in Natural Resource Governance (Oil, Gas, Minerals), with a particular focus on emerging markets.

Professionnal career

Ismail Nabé's professional career is rich and diverse, testifying to his commitment to economic development and international cooperation. He holds leading positions in several key organizations.

First, he is vice president and co-founder of Malaysia Africa Professional and Entrepreneurs (MAPE), an organization that promotes economic links between Malaysia and Africa. He is also a member of the advisory board of Pereira International, a renowned investment consulting firm, and an ambassador of the World Startup Festival for Africa. Nabé is also the second Vice-President of the African Confederation of SMEs.

On the international stage, Ismaël Nabé is a leading speaker and a regular panelist at many leading events. These include the World Summit of Governments (WGC), MEDEF, the Guinea Investment Forum, Dubai Expo 2020, the Guinean Industrial Fair, Smart Africa (Rwanda), Youth African Connect (Ruanda), the Langkawi International Dialogue (Malaysia and Tanzania), the World Islamic Economic Forum (Indonesia), Africa Business Day (Malaysian), and TICAD. (Japon).

Through his recognized expertise, Ismaël Nabé works closely with leading banks and financial institutions around the world, such as the African Development Bank, the Ecowest Bank for Investment and Development (EBID), BPI France, UK Finance Export (UKEF), the Islamic Development Bank (BID), India Exim Bank and Afrexim Bank.

Minister

Before being appointed Minister of Planning and International Cooperation, Ishmael Nabé held a key position in the government of Guinea. On 9 July 2020, he was appointed Primary Adviser, in charge of the public-private partnership with Asia, under the leadership of Ibrahim Kassory Fofana, then Prime Minister.

In this strategic role, Ishmael Nabé was tasked with advising the head of government on various issues and files relating to investment and public-private partnerships. This included expressions of interest, bills, parliamentary work, public and private interventions, among others.

Moreover, Nabé has played a crucial role in driving a new momentum in economic cooperation with investors, economic partners and donors. It has also been actively involved in the research and creation of innovative funding, such as Sovereign Funds, UK Export Finance, ECA Funding, BPI, BID, EXIM Bank and AIIB.

During his tenure, Nabéined close relations with Tun Daim Zainuddin, Chief Adviser to the Malaysian Government, founder of ICB Bank and former Minister of Finance of Malaysia.

On 13 March 2024, Ishmael Nabé was appointed Minister of Planning and International Cooperation by decree, replacing Rose Pola Pricemou. In this strategic position, he is responsible for guiding Guinea's economic planning and international cooperation efforts.
